San Francisco Health Service System

On July 18th, HSS held a special broad meeting titled: Market Place Assessment Presentation

The presentation included:

  • Industry activities – Nationally, Locally and impact.
  • Defining the major players and opportunities in today’s health care ecosystem
  • Spectrum of health benefit design and contracting strategies
  • Factors driving health plan market assessments today-evolution, SFHSS strategic goals, ideal state framework and considerations and other factors for consideration.
  • Health System models – current and possible alternative scenarios for SFHSS

Also not only looking into these, a presentation was made about interoperability, where members own their own medical files (on a disc) to help with a new doctor or emergencies and universal access. Also, HSS will institute OPEN ENROLLMENT ONLINE THIS YEAR.

It has come to the attention of the POB Board members, that member doctors are charging a yearly fee for retention as a patient (i.e. Retainer Fee). Sign of the times blame Medi-Care for not paying enough on the bills.

SFERS Retirement Board

Good news. The initial estimate of SFERS return for the fiscal year ended June 30, 2019 of 7.81% has been revised to 8.20%. The mark up is due to the final data now available from some of their investment returns.

Even though the 8.20% earnings exceed the expected rate of return of 7.4% for the fiscal year in order to receive a supplemental COLA a review and acceptance of a Supplemental COLA Analysis must be performed prior to confirmation. Projected timeline for the final approval is September 2019.

Congratulations to SFERS for being named Public Pension Plan of the Year in the Small Fund category. Had we been in any other pension plan we probably wouldn’t be in line to receive a Supplemental COLA. Thank you.

There has been a lot of speculation as to how POB will proceed with the pre-1996 retirees. POB steadfastly believes this is an injustice that needs to be corrected. We are still gathering information and reviewing all options and will keep you abreast of any movement.

POB will never waiver from its mission to preserve the pension benefits of ALL retirees.
